Sets up a scheduled GitHub Actions workflow that runs daily at 8AM UTC. Each day it creates a GitHub Issue with a detailed expert contributor prompt and assigns it to @copilot, which triggers the Copilot coding agent to research new industrial decarbonization resources and open a PR.
